Power was returned to the traditional majority.  The charismatic and traditional members were brought together through eleven program committees which were reorganized and developed according to Paul's analogy of the body of Christ (I Cor 12-14), the sermons of John Wesley and the United Methodist Council on Ministries structure.  This small group movement drew in eighty nonactive, traditional members.
