The strategy included a variety of disciplines that were germane to current ministry as a church planter.  The first step was to explore models and study pertinent demographic data describing the Extremaduran people group.  Then the project director developed a strategy for making disciples among the Extremaduran people group and presented it to key leaders.  Throughout the process, goals were evaluated according to specific standards that will maintain both quality assurance and product assessment.
