A selected group of leaders coming from the different ministry areas of the convention was enlisted to form a cross functional team and instructed in a process for creating a comprehensive strategy. Various information gathering tools were used to determine the multicultural challenges of the convention and information gathered provided the basis for which the multicultural ministry strategy was developed.
