It is based on perceptions that indicate a lack of understanding each holds of the other.  Military chaplains are often perceived as not being fully in the ministry, while executive ministers have often not kept in contact with chaplains.  The chaplains experience a sense of frustration when church structures are not responsive to their desire to maintain active involvement.
