A multiple-case study was conducted with four Black Baptist churches in central Indiana. Fifteen participants were interviewed across cases and organizational documents were analyzed. Four themes emerged from the study. They included effectiveness, unified involvement, decision parameters, and trusted leadership. Effectiveness related to support for a decision. Unified Involvement was about members’ sense of belonging. Parameters involved areas where certain groups had discretion in decision-making. Seven areas common among church interventionists were identified: acceptance of differences, unresolved corporate sin, church structure, ministry focus, leadership, communication, and accountability.  The data were inconclusive in establishing a direct relationship between the seven identified areas and the onset of conflict. The thesis of this dissertation is that essential administrative tasks in churches of 150 and under can be identified, prioritized and evaluated.  A focus group of pastors identified twenty-five essential administrative tasks.  A survey instrument was designed and sent to 460 churches of 150 and under.  Approximately 133 pastors and 68 lay leaders responded to the survey and submitted data which was tabulated utilizing computer statistical analysis. Administrative strengths and weaknesses were identified.
