In order to determine this, the researcher created an online questionnaire that was completed by pastors from different regions of the United States, and the researcher also conducted face-to-face interviews with pastors who have implemented numerous changes in the congregations they lead without creating significant conflict. The dependent variable in this project was the effectiveness of the confirmation program in meeting the identified core ministry value. The researcher concluded that the following independent variable had no statistical significance on effectiveness: primary goal of the confirmation program, geographic location of the church, class size, length of confirmation program, age student began confirmation, confirmation teacher's philosophy of education, and curriculum used. Finally, the researcher conducted a phone survey to other PCUSA churches to discuss how they train their elders. The researcher's program was implemented in 2008. Human resources, business, church and volunteer leadership literature complement the biblical study and theological reflection. Ethnographically oriented primary and secondary data culminated in sixty-three model recommendations. Recommendations for team structure, systems and maintaining healthy team relationships are addressed.
