The contemporary context of Christian congregations demands that leaders engage in ongoing reflection on the nature and mission of the church. Partnering lay leadership in such reflection is a primary pastoral responsibility. The author taught volunteers a theory of extraordinary caregiving to achieve these purposes and observed their interactions with households on welfare over a three-month period. That the existing process impinged upon morale and subsequent ministerial development was shown.  A survey instrument was developed by which the effectiveness of the existing program was evaluated. Through observation and reflection, participating pastors clarified and defined their perceptions of their churches.  They interpreted their observations through stories, characterizations, reflection upon interviews and the development of metaphors. The project tested a model of pastoral leadership focused upon the roles of 'reflective guide' and 'mission initiator.' Analysis of the pastors' perceptions and definitions of ministry issues confirmed that when identity is clarified, potentials and boundaries are seen more clearly. The project documented a nine-month intervention process specifically designed for one parish.  As a result of the intervention, the council members grew in their understanding of the church's mission, the pastor acquired new ministerial skills, accountability was more evident, and the council and its commissions functioned more effectively.  This study found that collaborative ministry requires commitment and patience. Some implications for the recruitment, training and assignment of ministers are identified. The project was designed as a microcosm of the United Methodist connectional and itinerant ministry. It included a district superintendent as a representative of the appointed hierarchy.  These clergy-persons represented a broad spectrum of types of appointments, race, gender and age.  Their formal theological training and theological orientation represented five different seminaries.  Approximately forty hours were spent exploring, testing and attempting to experience a Christian covenant community.
