The method pursued to gather data for this study was personal interviews guided by a pre-tested, uniform questionnaire. The conclusion reached was that the above thesis is true. Interviews, observation and a questionnaire were used to collect data from forty lay and clergy church leaders.  The paper includes sections on biblical and theological bases for stewardship, imperatives for stewardship and justice, motivation for giving, research methodology and data analysis. The project was researched with a local church board of administration consisting of nine men.  There  were two facets of the project.  An educational emphasis employed twelve school of ministry sessions.  The experiential impact was highlighted by ten ministry reports from the board members.  Some of the results included a greater awareness that all Christians are ministers; an increased understanding of and involvement in ministry. This ministry belongs to the whole church. Lectures, seminars, books, interviews and experience have confirmed that the shepherding ministry can revitalize a congregation and transform the lives of people when pastor and people work together to develop and implement a ministry peculiar to their local needs and circumstances. There must be 'ownership' of the ministry before it can be effective.  The motivation for ministry must derive from a vital relationship with Jesus Christ and genuine love for people. This paper includes a discussion of prayer in life, a survey of literature, description and evaluation of the two groups, theological reflections, and includes outlines of the sessions, a prayer worksheet, and an evaluation form for spiritual growth groups.  The conclusion states that structural, intentional guidance in prayer is necessary in ministerial training and in the life of all
