This project examines the willingness and readiness of the Jamaica Methodist District clergy to use relevant Information and Communications Technologies to overcome the leadership, administration, and service delivery issues that result from the prevailing shortage of presbyters.  The project further seeks to highlight opportunities and challenges that may come with the use of these technologies in pastoral ministry. This study assesses how well the leadership has enabled the church to be a transformative presence in the Jamaican culture during the period 1967-2012. The research uncovered that with a new emerging culture many changes that needed to be implemented by an effective leadership did not happen. Through conversations with members in which mutual sharing took place and responses to surveys were made, ethnographic studies, review of relevant literature, and subsequent analysis of data that were gathered, what emerged was an education program that deepened that biblical theological understanding of participants as people of God. The research and findings are based on the period from 1999 to 2013. Still Waters includes people born in North America, Brazil, China, El Salvador, France, Germany, Guatemala, India, Indonesia, Israel, Jamaica, Japan, South Korea, Mexico, Vietnam, and Taiwan. The author researched how significant organizational change occurred during merger and what was learned.  The change occurred when the congregations experienced unfreezing, learning, and refreezing around a new identity.  St. Andrew and St. John members experienced significant learning that contributed to the success of the merger. No specialized denominational resources currently exist to help these at-risk churches.  This dissertation documents the conception and experimental use with a case congregation, of a 'pre-mission' parish consultation model along with the model's evaluation and proposed revisions.  Furthermore this model is described here so as to make it available to other parish professionals for their critique, use and further development.
