The study categorizes the leadership attributes listed in 1 Timothy 3:2, 2 Timothy 2:24 and Titus 1:6-7 into six dimensions to measure the quality of ruling elders.    Data collected from 92 pastors via questionnaire, was analyzed to test the validity of the study using SPSS Procedure Factor Analysis and Reliability. The author has designed and implemented a training sequence for ministry teams with the purpose of improving productivity and cohesiveness. Data was gathered using the 'Teamwork Survey', a forced-choice instrument administered to participants prior to and after participation in training, as well as personal interviews. This study asked what are the barriers to effective Hispanic ministry, what have been the most helpful strategies, and what are the universal ministry factors that help reach people of all races and cultures?  The design of this study was an interview format within a qualitative research style.  Eleven pastors were interviewed from across the state of California, who had demonstrated success in reaching out to the Hispanic community. Questionnaires were completed by those in leadership and by active church members to determine the degree of effectiveness of pastoral care.
