The biblical concept, based on the word, 'oikonomia,' traces God's plan of stewardship from creation to living-out Jesus' teachings. Historical and informational STVIM material was combined with the personal experience of the author in leading STVIM teams. The material was evaluated by 55 persons related to STVIM. A study is made of the place of financial stewardship in the Old and New Testaments.  Theological study looks at stewardship in Reformed theology.  The study includes a look at how worship and financial stewardship are linked.  A survey was made of 32 Presbyterian churches, each with 2000 members or more.  Active laity and clergy attitudes and practices were uncovered.  Campaign practices were surveyed. Sixty-one percent of the congregation par ticipated in the project, resulting in a 7 percent increase in commitment of time and a 12 percent increase in monetary pledges. This thesis-project not only affirms this position but offers a stewardship plan to undergird such a ministry.  The project asserts that black Americans whose ties are to both the First World and the Third World could best spearhead such a ministry through the church using a praxis suggested by the Home Missions Movement in America. Utilizing the objectives design method, a curriculum encompassing a stewardship plan with a global perspective was presented to and ratified by participants.
