This purpose was accomplished by the development of an instrument which was applied in four local church settings.  The instrument contains sixteen statements related to interpersonal communication in the local parish.  Each pastor involved was to complete a self-evaluation and compare that evaluation with those completed by selective members of the congregation. Also included was teaching on the nascent church, contemporary churches, and priesthood of believers. It is the doctrine which grew out of Martin Luther's Reformation experience.  The author entered a study of biblical, theological, and historical and confessional foundations which would help to create a balanced Lutheran spirituality centered on both doctrine and experience.  After a study of the conceptual framework for spirituality, the author sampled the understanding and practice of the spiritual life of 10 percent of the congregation. It examined the biblical terms for power and correlated these with the organizational perspectives on power.  The project design used 'The Power Management Survey' to compare perceptions.  The pastor felt motivated primarily by affiliation and friendship.  The laity felt the pastor was motivated primarily by socialized power.  A democratic leadership style was present.
