Through surveys and interviews, this project assessed congregational practices in six local churches. As we seek to live out this mission as a denomination and measure our effectiveness in doing so, the denomination has focused on local congregation vitality and its measurement. However, many across the leadership of the church increasingly agree that because of the decline of mainline protestant churches for well over fifty years, we still use an old paradigm that focuses too much on counting people in the pews and money in the offering plates and rather than the whole panoply of the aspects of disciple-making. Pastors in two districts of the United Methodist Church were surveyed with follow-up interviews regarding their perceptions and practices around duties listed under 'order' in The United Methodist Book of Discipline. Comparisons and contrasts in thinking are identified between ordained and non-ordained clergy. This project critically assesses the effectiveness of the current process of preparing both congregations and pastors for cross-cultural/cross-racial appointments in Iowa. A project of congregational assessment was used to enable an urban congregation with declining membership to be engaged in evangelization. The purpose was to improve faith resources for contemporary Christians.  In a series of ten lessons the project presented biographical statements and spiritually relevant issues.  A seven step decision-making process was the uniting theme.  Methods employed were sermons, pictures, role-playing, discussion, pre- and post-tests, and evaluation questionnaires.
