The author researched the history of the churches in the area and studied the reasons for the weak pedagogical skills.  He wrote curriculum which was designed to improve the quality of religious education. The project reviewed the biblical background for sound teaching and used the information as a guide for the enhancement of teaching skills. Further research revealed that theoretical problems would be alleviated by a better equipped teaching force.  A study group was assembled from the area churches and trained with improved skills. The project emphasized the selection and training of the study group. The group concentrated on the improvement of their technical skills of communication, conceptual skills of organization, and human skills for the preparation of an adequate teaching plan. This hypothesis was investigated using a group of eleven lay leaders who are responsible for the management of church committees and organizations.  The project group identified their spiritual gifts and their normal leadership styles.  The author conducted objective and subjective tests of the group's leadership performance level before and after the project.  He used the descriptive survey method to analyze and evaluate the group's performance.  The project group's leadership performance of eight normal leadership tasks increased 12 percent due to the training.  Objective application of new leadership skills also increased the participants' efficiency. It develops that planning strategy using the following assumptions: 1) lay people in the church are equipped for leadership; 2) lay people in the church desire to be a part of the planning process; 3) when there is a broad base of involvement in the planning process, there is more involvement in the implementation of the plan; and 4) when more people are involved in planning and implementing, it is more likely that goals will be reached.  The project is developed in cooperation with the Church Council members of Forest Avenue Baptist Church, Redmond, Oregon.  It develops goals and objectives for the 1986-87 church year.  The method of planning is adapted from that recommended by the Inter-Agency Council of the Southern Baptist Convention. He led a team of ten Scottish ministers to evaluate the performance of twenty-two Southern Baptists who served in their country.  The team developed a twenty-two page instrument which was used in sessions with churches interested in missionary involvement. The sessions led the churches either to ask for or to refrain from seeking Southern Baptist help. Observable and statistical data demonstrated that the use of the instrument aided churches in informed, high-quality decision-making. The project clarifies many of the details involved in conducting a cross-cultural evangelistic crusade. A smooth transition prevents unnecessary anxiety and mistakes.  The Installation Staff Chaplain and his staff are crucial to the process.  By sharing knowledge and experience they enhance the newly assigned chaplain's self-confidence, effectiveness, and early success.  The author's research includes twenty-two years experience on active duty as well as the study of books, pamphlets, articles, Air Force regulations, retreats, workshops, chaplain board materials, commander's presentations, lay and clergy group meetings.  Careful guidance gives the new chaplain an opportunity to develop his or her intrinsic value. The pastors were trained and two new churches were started through the use of evangelistic teams. Research in local church ministry relationships determines how poor relationships affect the mission and purpose of the church. Extensive materials on local church relationships and the theory of ministry relationships are available.  However, little practical material on improving relationships is available.  The research reveals that the hindrance of local church ministry by poor relationships between clergy and laity is a Protestant-wide problem.  Primary resources suggest a biblical and theoretical model for the improvement of ministry relationships.  The model proposes small groups which is the nominal group technique. Twenty theological students from five nations in Eastern Africa participated in the training.  The author's teaching methods included experiential learning techniques.  He administered the Myers-Briggs Type Indicator and the LIFO Survey to facilitate greater self-understanding.  He used evaluation forms and various other instruments to help the participants realize their strengths and weaknesses as leaders.  The author concludes that effects on the students' skills were in the cognitive areas of self-awareness and understanding of effective principles and practices of leadership.
