A program was developed using group process principles with disciplines of spiritual formation as a model for an intentional function of the pastoral care ministry in the church and in equipping persons for the caring ministry.  This project involved adult African American volunteers from a United Church of Christ parish in Washington, DC who consented to participate by being a part of either an experimental (treatment) group or the control group.  Both groups were administered the Inventory of Measurement of Stressors measuring the extent of stress from anxiety, depression, and religion. Dealing with juvenile delinquency is a major problem.  The program was set to serve 50-75 students.  Students were given tutorial help, recreational opportunities, cultural exposure, and counseling opportunities during the summer and after school in the spring and fall of 1988 and 1989.  The students, volunteers, and church members were surveyed to ascertain whether of not the project was successful. The STEP (Systematic Training for Effective Parenting) Program was used to raise the awareness and competence level of teenage mothers on parenting.  The church provided training, teachers, and the space for classes.  The community provided services to the teen mothers through the schools, government agencies, and the court systems.
