With the population decline and aging of the Upper Midwest, many congregations are no longer able to support full-time ordained pastors. Congregations of several denominations have pressed into service licensed local pastors, and other lay persons to preach. United Methodist preachers serving in rural parishes in Iowa were coached in various aspects of preaching. Authors who had written on this subject in the past five years were consulted. The thesis also examined definitions and directions through a questionnaire mailed out to five hundred protestant churches representing three Lutheran 'evangelical' denominations.  The thesis was tested through the efforts of a lay ministry team.  This group arrived at a definition of lay ministry and implemented their ministry through several case studies which are presented. Each of the steps is viewed in the thesis.  Some of the theological/biblical themes that emerge are: pneumatology and faith, conversion/spiritual transformation, confession, reconciliation and forgiveness, justification by grace, sanctification, freedom, baptism, prayer and meditation, worship, spiritual awakening, evangelism, and discipleship. Research is gathered from existing data and excerpts from over 30 taped interviews with persons who are either recovering alcoholics or are CD counselors in a treatment program and have some affiliation with the Christian faith. They were asked as to any theological/biblical themes they perceived in the twelve steps.  The intent of this thesis is to assist in the construction of bridges for communication and understanding between those in AA and those in the church. It begins with an overview of the Oxford Group Movement and its 8 points and explores the birth of AA looking specifically at the lives of the co-founders. It states a clear theological definition for each of the stages and then uses personal interviews and the author's own experience in urban ministry as a participant observer to build case studies of each stage of the 'church' as these stages exist theologically and empirically among the residents of an inner city metropolitan community like Elliot Park.
