Using action/reflection methodology, the project considers four outreach initiatives made by the congregation in the period from 1998 to the present -- a weekly community meal, a child care center, a neighborhood housing development organization, and collaboration with Narcotics Anonymous. The cell group system has demonstrated the potential for dramatic congregational growth in differing cultures around the world. The theological basis for their use is to promote basic Christian community where people can intimately participate. The cells build up disciples to reach out to others. Noting the contemporary social phenomenon of people being able to articulate a rather well-defined religious faith while having no involvement in a congregation, the author surveyed current and historical literature regarding popular religion, denominational boundaries, the faith expression of Americans, and Lutheran theology.
