Noting the contemporary social phenomenon of people being able to articulate a rather well-defined religious faith while having no involvement in a congregation, the author surveyed current and historical literature regarding popular religion, denominational boundaries, the faith expression of Americans, and Lutheran theology. The four classic steps are: lectio, meditatio, oratio, and contemplatio.  Lectio divina is a resource for Christian spiritual formation.  The body of the dissertation consists of an analysis of a teaching project at Saint Peter's Lutheran Church, Highspire, Pennsylvania in 1989. This research/action/reflection model examines one rural parish in-depth, and three other churches in moderate detail, as they move to address their transitional circumstances and position themselves for future ministry via a deliberate planning process.  Three theses with regard to future planning summarize the author's findings: the role of the pastor; authority and power for planning; and membership consensus of mission and future vision.
