The project integrates the work of the administrative board, executive committee, committee on nominations and personnel, and worship committee of a United Methodist congregation as each analyzes issues and seeks solutions to lack of leaders. The challenge of designing and carrying out a new member assimilation program aimed at introducing new members to the full range of opportunities for members to participate faithfully is the focus of this study.  The theological principle undergirding this study maintains that the church is ideally a human community that attracts and receives new members, seeks to introduce them to its shared values, norms, memory, convictions and actions so they may participate fully in its life and work as 'citizens in the community of faith.'  This study examines citizenship from biblical, historical and sociological points of view. He reframes Deerhurst's understanding of membership through the use of symbolic and structural changes.
