The objective of the project is to propose that the most effective approach in the theological education of Korean pastors (or English as a second language) is one using current programs in the context of the language and culture as part of the mission strategy in the metropolitan New York area.  The project leader used the pretest and posttest to identify the needs and provide action plans for the needs.  The emphasis here is to provide training using the current programs offered and not to create new programs. Research involved the reading of books, writing the resource manual, preparation of student testing and evaluation forms, seminar testing of the manual, evaluation of results by the project director, a guidance committee and an outside observer. The project was completed in fifteen faculty meetings by following a validation copy of Leroy Ford's A Curriculum Design Manual for Theological Education: a Learning Outcomes Focus.  The manual proceeds from a broad purpose statement through scope, educational goals, educational objectives, context, instructional models, and administrative model to specific course descriptions.
