Church leadership went through a self-evaluation and drew up a ten-year financial report.  They designed a questionnaire and used it to analyze change.  The minister delivered six sermons on financial stewardship.  Findings showed that attitudes did not generate the shortfall in giving.  The denomination sets goals too high.  Members gave generously to a variety of causes.  Leaders then guided small group discussions to encourage members, discuss allocation of funds, and make suggestions for the 1993 budget. The goal of the project is to provide pastors with a tithing seminar experience.  Data, collected from 71 pastors through a survey questionnaire, was analyzed and a seminar developed to stimulate an interest in tithing.  A four-week tithing program was implemented in a test local church by a pastor who attended a tithing seminar.  The pastors were equipped to assist believers and exposed to resources to help them lead to a tithing emphasis.
