After determining ministry needs and possibilities through a congregational survey and analysis of community demographics, the project enlists participants in six introductory and six 'phase two' classes and presents three sermons on ministry teams. Para-ministers are non-professional church workers, who serve alongside the ordained pastor who directs their efforts toward specific ministries. These persons are not bivocational pastors, associate pastors, or ministers of religious education, music, etc.  They are lay persons who are given monetary remuneration for part-time services and full-time responsibilities.  The project includes a biblical foundation and theological justification for the model along with guidelines for its implementation.
