The objective was to avoid allowing such a beginning to happen without design or plan, and to avoid imposing on the congregation the pastor's personal agenda, programs and plans without thoroughly consulting the contemporary and cultural context in which this new pastorate was to be initiated. A randomly selected list of 200 ministerial families was devised for the mailing of the questionnaire, using the listing in the Yearbook of the Church of God...1979. Forty ministers and forty three ministers' wives completed the survey questionnaire. The program development committee authored software which was used in two Sunday school classes successfully. It includes: criterion for selecting lay counselors, defining pastoral and lay responsibilities, identifying basic counseling procedures, defining roles of the husband and wife, developing the art of communication, resolving conflicts, managing finances, follow up procedures, and evaluations. Insights and principles were compiled into a training manual.  Five couples were trained.
