Congregation members attended a community development conference, participated in small group book studies, and engaged with a blog focused on an empowerment model of mission ministries. These activities prompted small but significant changes to existing ministries. Since very few helpful models or institutions are likely to be available, the church, through the local congregation, must be able to offer a viable ministry of reconciliation.  This project focuses first on an analysis of the circumstances which presently are contributing to the pain and separation. Secondly, it attempts to build a practical theology where belief and practice are mutually independent. Shared praxis was the approach used for the practicum. The goal of the practicum was to develop a plan for recruiting and training lay leaders in the local church that could help solve the problem by providing a reservoir of trained and willing persons adequate to meet the needs of that church. The author worked with a local church in developing and using a leadership plan that was repeated for four years. Evaluations and observations indicated that the plan did make a significant difference in the availability of lay leadership. Three theses make up this project.  First, the pastor should be a teacher of adults in the local church.  Second, church history should be taught in the local church.
