The author researched and recounts the Biblical and historical record of elder practice, including 19th and 20th century Session minutes, elder manuals, and historical records demonstrating this shift. The topics included (a) the cultural context of the 21st century church and the adaptive challenge, (b) creating and promoting vision for the church, (c) managing change and conflict, (d) leadership and spiritual formation for the church, (e) creating structures in implementing vision, and (f) creating community and fellowship. The author's experience during twenty-five years of ministry indicated a serious lack of knowledge by persons serving in that office; therefore, a biblical and historical study of the office of elder was made.  When the study was concluded, the material became part of a course of study designed for elders and deacons-elect in the Presbyterian Church (USA). The paper discribes how this need is being met in two smaller membership churches through the use and evaluation of 'Body Builders: Exercises in Leadership Development for Elders of Smaller Membership Churches,' a training manual written for the project.  The vital characteristics of smaller membership churches and the nature and origin of the office of elder are presented that these elders and churches may more effectively function in the upbuilding of the body of Christ.
