The author researched and recounts the Biblical and historical record of elder practice, including 19th and 20th century Session minutes, elder manuals, and historical records demonstrating this shift. The project resulted in a new strategic plan, a training manual for mission workers, the establishment of an endowment fund, and a draft personnel policy manual. This paper identifies aspects of symbolic and visionary pastoral leadership by examining biblical (Ephesians 4:1-16, Moses, David and Paul), historic (the life and writings of John Calvin and the PC(USA) vows for ordination) and contemporary concepts (including the writings of John Gardner). The project included a face-to-face interview with most members of the congregation to obtain member responses concerning their own Christian participation and needs, together with their views of the life of the congregation and work of its leadership.  All of this was compared with the results of a major biblical study about the church.
