This project began as an attempt by the author, a middle judicatory executive in the United Church of Christ, to implement a process of ministry review in a number of congregations. It included an ecclesiological study and a review of current sociological research on the office of the pastor and the role of middle judicatories in the UCC. The central thesis of this paper is that a vision and ministry, no matter how impressive, cannot belong to one leader but must be embodied in the community through its leadership.  Grounded in the theology of Howard Thurman, it calls attention to the pervasive injustices of living in a society of white privilege, racial prejudice, segregation, and discrimination, and to our blindness as members of Christian congregations within this society. A significant task, which the Interim Minister is trained to accomplish, is to promote the development of lay leadership. To address this task, a leadership training program was designed that invited lay persons to serve as team leaders in vital areas of ministry. This program utilized the resources of leadership theory, organizational and congregational development, theological reflection, and worship.
