In this model, those holding the office of elder in the local church would serve as examples and facilitators in establishing cohorts of preachers for regular training, edification, correction, and oversight. This project asserts that congregationalism without a plurality of elders is unbiblical and unhealthy. It shows that over time the Southern Baptist Convention removed a plurality of elders from its congregational polity and replaced them with a democratic process. The research shows revived interest in a plurality of elders among Southern Baptists. It was found among Baptists from the seventeenth through the mid-nineteenth centuries, and is experiencing renewed interest among Southern Baptists today.  The project model shows how a typical Southern Baptist church may transition to plural elder leadership. It evaluates biblical and historical foundations, and then explores current Southern Baptist leadership practices. The first hypothesis, that there would be significant disagreement (defined as 15 percentage points) between the chaplains and civilian clergy on the issues surveyed, was proven false.  The data did support the second hypothesis, which stated that chaplains would be more informed than the civilian clergy on questions involving the chaplain-denominational relationship.
