The project addresses the biblical and theological issues related to the overcoming of barriers using as examples Nehemiah, Moses, Jesus, and Paul. There is also an in-depth study of the actual leading of a church through change. A focus group is used to determine a church's true receptivity to church. Chapter 2 addresses the scriptural basis for staff accountability and creating a high level of expectation for those who serve Christ. Chapter 3 examines the management examples from the business world. Chapter 4 describes the steps taken to move First Baptist Church to a high expectation staff. Research was done through informal discussions, a called deacons' meeting, scheduled-structured interviews, congregational questionnaire, mailed questionnaire, training evaluation questionnaire, and follow-up questionnaire.
