The case study for this project is of African Evangelical Baptist Church of Grand Prairie, Texas. The researcher conducted interviews of church members. The information obtained from members provided proof that the church was started on an ethnic, linguistic, social, and cultural premise and was experiencing five percent annual growth. The polycentric model is where the 'mother' church and a cluster of one or more 'ethnic' churches operate separately on the same campus. Very few of these churches have transitioned to become truly multiracial and continue to either decline or plateau. This dissertation examines the history, underlying assumptions, possible influence, and effectiveness of polycentric churches, and provides a critique of such churches against a theological backdrop. The project will seek to develop awareness for pastors in order that they can minister cross-culturally in a more effective way.   Developing this strategy will involve all the Fellowship Directors who represent the ethnic groups and geographical regions in the Metropolitan New York Baptist Association, and selected pastors of the local churches in the same association.  Each individual, along with the project leader, will have specific responsibilities to accomplish in a five phase plan.  Phase one will establish the priorities of the plan.  Phase two will consist of presenting the strategy for implementation in the local churches. Phase three will consist of presenting the strategy for implementation in the local churches.  Phase four will involve reporting the ministry experience according to the given principles (strategy).  Phase five will involve reporting the ministry experience according to the association.  The process will be reviewed in order to enhance the ministry in the association for the present stage of ministry and for the years to come in dealing with cross-cultural ministry in the Metropolitan New York Baptist Association.   The project was successfully completed. Therefore, this project concerns pastoral and lay care in a multicultural context.  The focus of the project is a local church where various cultures relate and interact.  The practical application of the project involves a group of members from different cultural and ethnic backgrounds. This group will analyze the pastorate from a multicultural perspective as well as barriers that impede growth and relationships among the laity.  The group will attempt to outline biblical and anthropological principles for multicultural ministry.
