The pastoral staff must empower lay ministry and lay leadership, and then empower lay people as primary caregivers. In an evaluation following the seminar participants conclude that a hierarchical management style stifles and hinders full involvement and cooperation between leaders and followers; lack of involvement and ownership by followers is a major drawback of hierarchical management; withholding information and insisting that people do what has to be done without adequate explanation destroys motivation and renders people ineffective. The project evaluated the effectiveness of the CPE program at Veterans Affairs Medical Center, Long Beach, California, considering benefits--spiritual, educational, and financial--for each group involved in the medical center. By using CPE students in its medical centers the Department of Veterans Affairs could provide an effective spiritual ministry at relatively little cost to the institution.  The project administered a questionnaire to 110 patients, chaplains, medical center employees, and CPE students, seeking to measure perceived benefits of a CPE program. This project assesses vital signs of effective multiple-staff ministries or church pastoral teams among Chinese churches in the United States. The project surveyed 30 such churches, selecting 10 for closer scrutiny.
