In developing a process to help churches with this transition the writer sought to adapt the principles of Policy Governance [trademark symbol]. The senior ministers of four churches that have had a governance transition by applying Policy Governance principles were interviewed and a pilot program with middle-size churches was conducted. The process included developing a manual for a training seminar and sample guiding principles for follw up consultation. As a result, a single program was begun in 1988 based on the cultural context of Zaire that integrated all the existing forms of leadership training to recruit and train the leaders needed to serve the entire denomination and the local churches. Church leaders who are on the cutting edge of ministry must learn to accept and deal with conflict in a positive manner.  This is the thesis of the project.  An initial theology of conflict is developed and is compared with secular theories of conflict currently having influence.  A rationale for the material is included as well as test results from the first group to use the manual.
