Foundational to an understanding of fund raising for ministry is the precept that God owns everything and people are merely stewards of what God already owns.  This idea of giving back what already belongs to God redefines the twentieth-century concept of ownership.  Christians are stewards of all God has given.  With a historical perspective on fund raising, both from the church and parachurch organizations, the project develops a practical and appropriate plan for raising money into the twenty-first century. Subsidies can, in the right circumstances, help a church to mature and take on financial responsibility for its own ministry.  This project seeks to assist the church and mission in Angola to find a balance, so that subsidies will help and not hinder the growth of the church. A biblical and theological framework is constructed.  A review of stewardship literature notes the pledge and free-will methods utilized by different churches.  Insights applicable to the church setting are also gleaned from fund-raising literature. For these gifts to be effectively utilized in service, the church itself must be structured for employing the spiritual gifts of members.  I drafted a theology of spiritual gifts and a philosophy of ministry regarding spiritual gifts.  I guided the church leadership in drafting an official church position regarding the operation of spiritual gifts within the congregation.  In addition, job descriptions were drafted.  A series of sermons was designed to assist the church in understanding spiritual gifts and discovering gifts each possessed.
