The primary goal of the study was to identify methods that are working to initiate and retain Chinese returnees in RFGs. Qualitative field research consisted of semi-structured interviews conducted in China with eighteen members of City A and City B RFGs. The Gospel is nourishment the Christian needs for that change. Therefore, this project tested the effectiveness of a church-based program created to convince Christian adults that the gospel is for them, bring clarity to their definition of the gospel, and teach them how the gospel functions to make them more like Christ. The program consisted of sermons, small group discussion and daily devotional reading. The research included a survey of pastors in similar churches, a survey of participants before and after the retreat, and a study of literature on church leadership development. Relevant history is traced from the first through the twenty-first centuries. Core principles are presented such as the ultimate authorities, principles of interpretation, communication, contextualization, dialogue, diapraxis, and diplomacy. A Lutheran communicative contextualization process is introduced and emphasizes quad-cultural communication. The biblical basis for strategic planning, involvement of all God's people, and eight approaches in the literature is reviewed. The perspective of outsiders is assessed and interviews with Muslims provide insider perspectives. Using a combined approach that incorporated what was learned from a survey of pastors and what was learned from personal study, a three-month reading program was prepared. Four expository sermons were preached, utilizing what was gleaned from the reading program. Surveys were administered to six members of the researcher's parish after each preached sermon. Biblical and historical moorings of church membership were examined, particularly the exercise of corrective church discipline. Means were sought for the skillful oversight of church membership and for the propagation of an environment which nurtures congregational appreciation for it. The final Sumbi CBS was based on research of sixteen different CBS sets, expat and national experts' input, the author's worldview study and the author's field test with thirteen national church planters. Key CPM principles implemented through CBS include sowing the Word abundantly, finding a Person of Peace, leading an oikos to Christ, forming House Churches, and equipping lay leaders. Relevant secular literature on value-based leadership was then reviewed. The Delphi method was used to poll twenty of the leaders in the field of Jewish evangelism and then five in-depth interviews. This qualitative study reviewed the strategy theologically, missiologically and practically. The field research involved the tracking and interviewing of twenty planters over three months of training. The most significant findings included that the church planters report that getting together with other church planters and having interaction in class is the single most helpful factor in their training. Examples abound in the Old Testament where God's people and messengers are exhorted to declare tot he nations with joyful song and testimony what the Lord God Almighty has done. In the New Testament, the angels who brought the Good News to the shepherds, the Lord Jesus Christ himself and the apostles furnish practical illustrations of joyful exuberance in proclaiming the gospel. But there seems to be a dearth of recipients and custodians of the Good News who are eager to go out and share the gospel with joyful passion powered by the joy of the Lord. This project embarked on recruiting and motivationally training believers from churches in USA to become confident and joyful participant sharers of the Good News.
