The objective of this project was to begin the process of getting the congregation the author serves to engage in ministry with other congregations and organizations.  As a result of this collaborative effort, a Shalom Zone and Community Development Corporation was developed. Both of these proved helpful to communities characterized by social fragmentation.  The methodology employed was that of action research through the use of group meetings, questionnaires, and journaling. Five congregations (United Methodist, United Church of Christ, Baptist, nondenominational, and Disciples of Christ) from Chicago and Lansing, Michigan, studied current trends in stewardship, salaries and benefits for clergy and lay staff, and outreach ministries.  The project developed new stewardship programs to encourage these congregations to re-establish themselves as servants to their communities. It begins with a definition and theology of a racially inclusive church and addresses the role of the community, the people who attend, pastoral leadership, worship, fellowship, and education, highlighting the critical factors which make for and strengthen inclusiveness.  This document is for churches, pastors, and church administrators in racially changing communities.
