A system for planning ministry was developed with twelve lay persons in a suburban Protestant congregation of 1,400 members.  This system included a parish vision and mission statement, a nine step planning guide for program groups and a method for program evaluation. It also served to test the new form of organization for smaller United Methodist churches which place emphasis on group responsibility and accountability over that of hierarchical leadership. The training, which is described, occurred in nine sessions focusing on leadership skills and roles.  It was evaluated using the Style of Leadership Survey of Teleometrics, International, along with several other methods.
