The celebration was a goal-setting project in which the congregation developed a strategy for determining its future mission.  The thesis of this project is that the process of developing a mission strategy within the congregation results in a shift of focus by members away from a maintenance orientation and toward a mission orientation.  An instrument designed to measure any change of orientation was administered to the congregation. It addressed the problem through a process of self-assessment.  The candidate provided leadership through collaboration and analysis. A system for planning ministry was developed with twelve lay persons in a suburban Protestant congregation of 1,400 members.  This system included a parish vision and mission statement, a nine step planning guide for program groups and a method for program evaluation. In order to develop this mission statement the ministry model consists of workshops, sermons and congregational discussions, to assist the church discover its mission. The model will conclude with the adoption of a mission statement.
