Individuals and committees worked collegially through an administrative council toward the development, implementation and resourcing of the mission of the church as prescribed by its church/charge conference.  Thereport outlines biblical and theological bases for envisioning and planning, as well as reviewing literature resources. The project sought to bring the physical and spiritual needs of this area together with groups of participants who desired to share their physical and spiritual skills in partially fulfilling those needs.  The project evaluation showed that the use of the procedures in this manual enabled the participants to share their faith concretely in a work camp setting. The final document confirms the value of working with non-ordained laity who proved to be articulate and critically accurate in understanding theological and philosophical principles of congregational life. The report identifies and analyzes the panel response to the 'top ten' societal and denominational issues and discusses the role of the General Council on Ministries in addressing the issues in the future. Implications for the practice of pastoral care are explored by examining the pastoral functions of attending, assessing, and intervening. By adapting aspects of these ministries in today's context, United Methodism may stem her membership decline and experience renewal.  The project encourages the recovery of spiritual and social accountability among United Methodists.
