The nature of change and the need for creative planned change leads to development of biblical and theological rationale for change in the Christian context. Instead of focusing upon futile efforts to re-capture a family structured church, the congregation were directed toward discovering opportunities for ministries to their own unique environment.  Ministries were developed for older single apartment residents, single young adults, and a utilization of facilities for 3 separate ethnic congregations.  The thesis describes how the church using the 'servanthood' model can renew its vigor and theological reality in a changing neighborhood. Questionnaires were filled out by 59 pastors and 623 lay persons in attendance at charge conferences on the Baltimore Southwest District of the Baltimore Conference of the United Methodist Church.  Respondents were given an opportunity to indicate their expectations of a church 'in mission' and to evaluate the performance level of their congregations.  The total life of the church was covered: spiritual growth, evangelistic thrust, care for individuals, outreach and service, stewardship, recruitment and training of workers, goal setting and the functioning of the Council on Ministries.
