Using the case study method the writer describes the results of eight UCC churches in Allentown, Pennsylvania, involved in the clustering process. He also describes the effects of this covenant relationship upon the participating churches. These cases demonstrate that such persons, regardless of impairment, can grow through experience of God's love in trustful interpersonal relationships.  The cases also show that, in spite of recent improvement, some persons continue to be neglected and abused in institutions. The results, included in the study, are analyzed concerning expectations.  The study suggests possible directions in a report made to school trustees.
