The author of this work was pastor of an urban church, the majority of whose members did not live in the community. The church's urban neighbors, local public housing residents, partnered with the church and other faith leaders to defend their rights as they were being pushed aside for the redevelopment of the city's public housing units. By minimizing the ministry of the laity, it has lost contact with those outside of its influence.  Only with a unified ministry of an emancipated laity and an empowering clergy can the urban church faithfully participate in the transformation of society.  This theory was tested with a congregational workbook.
