The thesis is about developing Mandarin ministry in the Chinese Alliance Churches of Australia. It is to plant a mandarin speaking congregation in a Chinese church using the resources from both Cantonese congregations and second-generation English congregation. Using interviews with churches that have existing Mandarin ministry with mainland Chinese, the author researched and examined the contributing factors to an effective strategy to develop Mandarin ministry. The study uses a survey format to obtain data regarding church planting in the Churches of Christ in Australia.  The total number of congregations is approximately 450 with 102 responding to the survey.  20% of the churches responding had attempted a church plant in the last ten years. The dissertation section of the study examines the Lukan perspective of Jesus' mission and ministry, the development of the Baptist movement with particular regard to the contribution by Spurgeon, Carey and Graham and the process of secularization with particular regard to the myth of the Australian secular society.  The project section examines in detail the growth and decline of twenty Baptist churches in the urban environment of Australia's largest industrial city.  The study revealed that personal religious belief in Australia remains strong but attachment to institutional religious bodies is in decline. Examination of the twenty Newcastle Baptist churches revealed that the majority of growth was borrowed from other churches with little evidence of growth as a result of mission activity. The purpose was to discover the religious needs of inmates and staff.  A taxonomy of need was used to identify and compare the levels of need.  A model was constructed which gives three areas of response (advocate, educator and minister) and then further describes these functions. There are three sections to the work: a comprehensive study of conversion from the biblical material through current history to the present; a consideration of the contextualization of the message of the good news within the Australian scene; and a field study questionnaire and in-depth interviews of the clergy within the diocese.  As a result of this study it was found that the ethos of the clergy is more diverse than at first thought and that a broader definition of conversion needed to be considered.
