The researcher explored biblical principles of leadership development exemplified in the life of Moses (a noted movement leader). The researcher then turned to the books of Acts and Ephesians to glean leadership development principles from the gospel movement which occurred in Ephesus. This was followed by a review of literature focusing on gospel movements and their leaders. Finally, the researcher conducted a study of sixteen leaders using grounded theory methodology. Three passages from Paul's writings (Eph. 1:4-10; 4:1-16; and 1 Corinthians 12) were researched as they relate to cross-cultural partnerships characterized by grace, including Paul's views of community, use of gifts, use of power, and grace.  The theoretical issues researched focused on Geert Hofstede's dimensions of individualism, power distance, and uncertainty avoidance.
