The NGO utilizes committed Christian businessmen to conduct seminars. The project examines the biblical basis of the operation of such an NGO in order to affect positively the marketplace in northern Greece. It also deals with some of the cultural, political, religious, national, and economic distinctives between Greece and the United States of America to assist orienting American businessmen instructors with Greece. The Christian businessperson is in the world every day with others whose decisions are not necessarily based on Christian values.  This paper and project address the development of the ethical practice of the businessperson in the pew by a small group inductive Bible study. A step-by-step description of how a Presbyterian pastor in a suburban Cleveland, Ohio, church led his congregation to offer such a ministry is provided.  Exegesis and interpretation of the vision of the last Judgment of Matthew 25:31-46 supports the ministry.  Results are evaluated in terms of the stated goals of the ministry and in terms of theological understandings. The basis of this project was the formulation of a Notebook of Biblical Marketplace Ethics that addressed not only the issue of the Christian's attitude toward work but also established a set of personal work ethics.  A six-week course was designed and taught to a group of committed Christians using the Notebook. Theoretical foundations include deontology, utilitarianism, absolutism, relativism, Michael Rion's framework from The Responsible Manager, and systems theory. The model was tested in a business ethics seminar which utilized case studies from the participants' business experiences.  The major case study of the seminar was Eli Lilly Company's attempts to operate ethically in South Africa. The major research component consisted of a survey of  management attitudes and values in the area served by  King-Bay Chaplaincy.  The findings of the survey and the survey process itself influenced the strategy and development of the chaplaincy. The entire ministry of the chaplaincy is experimental in nature, as it is not based on a traditional model of ministry.  The Project Report is an account of the evolution of the new ministry, based on a problem solving approach which utilizes the research data from the survey in its planning process.  As a result of the research project, a Value Systems Analysis process was developed as a possible tool for a management value consulting ministry in the
