The study will demonstrate the relationship between preparation for baptism and participation in congregational life. Research considers a theological history of baptism in the early church, and a case study of Hopewell Presbyterian Church's baptism records and data from a congregational survey on baptism beliefs and practices. A combination of questionaires, research on theological significance of infant baptism, and a study workshop, followed up with an evaluation proved an adequate method to achieve this goal. Local churches should be more intentional and effective in their approach to baptismal instruction.  This project involved the development of a program of baptismal instruction, including the development of a baptismal policy by the local church session, the preparation of printed materials and a seminar for parents as well as a sermon series on baptism for the congregation.  The major conclusion reached is that the model of a group seminar can be effective as a teaching device as well as a tool for assimilating people into the congregation. Project Associates and Consulting Faculty assisted the author in the planning, development, implementation and evaluation phases of the project.  Implementation was carried out in a six month period at Immanuel United Methodist Church in Elida, Ohio.  Six case histories were analyzed to evaluate the effectiveness of the materials and counseling sessions. Four sermons on baptism were preached during implementation. It stresses the importance of a congregation becoming more involved in the baptism of each child and provides resources for parents to guide children.  This model for a congregational baptismal ministry includes concepts of the baptismal liturgy, the learning methodologies of the Small Catechism, and the redemptive approach of small Koinonia groups of parents.  This project was the response of two churches to fill an evident void within the whole church. A nine month period of time provided ample opportunity for relationships to develop based on the tradition of the church and with specific people in the local congregation.  The design was tested with interviews, observations, and evaluation forms over a period of five years in two different congregations to improve the
