The author considered biblical, theological, and missional issues that arise from explicitly inviting all in a congregation to receive communion without regard to Christian baptism or belief. After surveying several studies of open communion, the author questioned clergy in the Episcopal Diocese of San Diego about their support for or opposition to it. In May 1882 the Church of England inquired about the possibility of the Salvation Army coming under the authority of the Church of England.  One of the irresolvable issues that prevented this union was the sacrament of the Lord's Supper.  By randomly surveying Canadian Salvationists the author discovered that they are neither aware of the historical circumstances surrounding Booth's decision, nor could they articulate its biblical non-sacramental position. The study arose out of the need for indigenous forms of worship. The author used the pro-active research method to collect and analyze data from observing the experimental rite and two surveys. A survey of representative Anglican theologians since Cranmer establishes a growth of teaching on eucharistic offering and sacrifice.  A parallel survey of the almost 100 revisions of the Anglican eucharistic rite illustrates the liturgical evolution of the offertory in Anglicanism.  Comparing the two developments shows clearly that the liturgical law so beloved of Anglicans 'lex orandi, lex credendi' is inapplicable; in this instance, at least, the formula should be 'lex credendi, lex orandi.' It compares and contrasts congregational attitudes toward worship and outreach ministries before and after a year-long program which includes a study series and parish missions.
