The author reviewed the cultural context of West Virginia and identified three obstacles the model must reduce or eliminate: low educational attainment, poverty, and geographic immobility. The author presented the model to the Candidates and Credentials Committee of the New River Presbytery, which approved the model with some suggested modifications. Study of mentoring practice, particularly as modeled by Jesus and Paul, revealed the biblical prominence of this leadership development approach. Educational literature review identified the best training principles and practices for adult learners, specifically church planters. Qualitative research interviews were conducted with seminary administrators, field mentors, and mentored seminarians now active in church planting. Field education documents from twelve evangelical seminaries were studied. Quantitative questionnaires, using R. Leon Carroll, Jr.'s, 'habits and virtues' of generative teaching congregations and Lois J. Zachary's 'mentoring skills,' and facilitated reflection groups enabled sixty-one Duke Divinity School students serving ten-week placements in small, rural United Methodist churches to describe their experiences. The training method, like the one Jesus used, is called the experiential approach, not the academic model.  First Baptist Church of Tempe, Arizona, used the experiential approach, while applying the six steps toward their journey of Ephesians 4:11-12.  The results after four years include: salvation almost weekly, nine pastors in training, significant increase in the number of Christians serving, PITs preaching on Sunday mornings and evenings, twenty new evangelism explosion teams each year, church budgets achieved, a balance of grace and holiness, and no super stars. The project included three stages: making teachers more aware of their present teaching techniques; offering suggestions through a workshop experience for improving on those techniques; and by determining what changes took place in the teachers' presentation and methodology. Results included a demonstrated change in lay leadership which provided key elements in the program planning, implementation, and evaluation. The author uses a control group and two study groups.  Only the latter two groups receive instruction.  The Flanders-Amidon style descriptions are used with those two groups.  The project tests two variables: awareness and attitude.  For the first, the research supports the thesis.  For the second, it does not. The method considers these assumptions: 1. methodology needs to be consistent with its message; 2. remembrance is enlivened by experience; 3. recall is supported by sites and places; 4. meaningful teaching advances an ethic; 5. our ethic is visible in God's future kingdom; and 6. walking can support Christian learning.  Five lessons and post-tests demonstrate the method.  Evaluation included student responses a week after and parental response eighteen months later.  Though only students were taught, parent recall was 68 percent after eighteen
