A review of the literature on (1) Generation X and their spiritual and religious needs (2) pastoral ministry to this population, and (3) ministry in military was completed.  Qualitative data on the needs of this population was gathered in discussion groups of Generation X personnel in the Air Force. Historically, classroom teaching has concentrated on an outline of essential Christian doctrines while preaching has relied primarily on the telling of the Good News of Jesus.  The early church did the exact opposite among those whom they taught and preached. The survey was verified by a group of ministry leaders and then administered to the leadership team of Joy Community Fellowship.  A second survey was given to a cross-section of the congregation.  The Ministry Influence survey showed where the leadership team of Joy needed to spend their time, energy, and finances to have the most impact and influence for Christ. Generally speaking, the traditional approach has been for churches to form a nominating committee.  The committee then picks the best available men in the church, the congregation or Board of Elders then votes on and appoints these men to the Board.  The problem with this approach is that it does nothing to prepare men for the most important position that a human being can hold: an elder or overseer of the church of God. This, from a practical standpoint, must involve training and discipleship. The project involves training Korean speaking lay people in evangelism for the urban context.  It has three foundational pillars: selection of trainees (Kim, Park, Hyun, and Lee), support by the church, and preparation for leading training seminars by the author. It offers a new model for diagnosis and treatment using the theological framework of Martin Luther's Small Catechism.  A planned questionnaire based on the Ten Commandments is used to collect data for an assessment.  A diagnosis is made that identifies problems with potential for resolution.  Planned interviews based on the Apostles' Creed are used to establish behavioral goals for a plan. Assigned homework based on the Lord's Prayer is used to coordinate the implementation of the plan.
