While the primary purpose of the paper was to validate and encourage the use of art illustrations in preaching, the expected result was not achieved.  The failed result was due to art illustrations being unfamiliar to the majority of congregations.  This would be an attempt to clarify the unfamiliar or abstract with another unfamiliar or abstract point. This project focuses on measuring the leadership development successes of Basic Training graduates.  The hypothesis of this dissertation states that less than 25 percent of Basic Training graduates have trained lay leaders to become disciplemakers.  This project includes presentation of previous literature on leadership development in church planting situations.  Two types of churches are identified with several categories in each type.  Examples of leadership development processes are cited for each category. Lectures and discussion centered upon PowerPoint presentations. Other activities included a banquet, a race literacy quiz and an evaluation questionnaire. Seven minority members and six Caucasian pastors evaluated the seminar. The strongest rated aspect of the seminar was the scriptural foundation it provided for effective cross-cultural ministry. The seminar was rated least effective in reducing pastors' apprehensions about ministering to minority newcomers. I refer to this divine encounter as the 'Holy Instant'.  The holy instant occurs when God supernaturally enters into the human realm of existence and reveals divine knowledge, understanding, and wisdom in order for a person or group of people to accomplish God's unique will in a particular situation at a particular time.  The holy instant experience will always create a relationship of deeper trust and love towards God.
