The model involves nation-wide research through questionnaires and interviews.  Testing was done within the context of the Atlanta-Roswell District.  The model includes a district church development plan.  Results from across the denomination show that the district superintendent's role in new church development is taken seriously; however, the clarity of the role and evaluations of performance of the superintendet are mediocore. The process included reflections, analysis, and criticism by the associates, and writing by the student. The goal was for the manuscript to reflect written consensus useful for other churches.  The final document confirms the value of working with non-ordained laity who proved to be articulate and critically accurate in understanding theological and philosophical principles of congregational life. It also demonstrates the value of a district plan to provide planning consultations as a resource to the churches. The judicatory executive, in this case the district superintendent, is a catalyst in bringing small membership churches to use a planning process to direct their ministry. The churches in the project planned new ministries for the coming year. The district superintendent is a key catalyst in the model.  This document is part of a larger design in which the district superintendency is the bonding agent of denominational vitalization.  The model consists of three district events designed for small membership congregations: confirmation retreat; Sunday school workshop and rally; and mission project in Haiti. All three events were designed by laity and clergy persons from small membership churches in the district with assistance from district and conference staff persons. Lay persons were enlisted to develop a thirteen-session course of study.  For several months they studied covenant in the Hebrew and Christian scriptures before designing the curriculum.  Upon completion of the work, the course was taught with both the author and lay designers participating. The model was successfully tested in three churches of varying size within the Lexington District, Western North Carolina Conference, United Methodist Church. The project sought to motivate present church members to be intentional about including new members.  The Sunday worshipping congregation was included through presentation of related topics. Membership classes addressed strengths and differences between people of urban and rural backgrounds.  The church programming board created assisting strategies to integrate new members.  The report outlines biblical and theological bases for integrating newcomers, with sermon and class content suggestions.
